AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
